Maine rebates for insulation & energy upgrades
Efficiency Maine helps Maine homeowners pay for qualifying upgrades. Here's a plain-language guide to what's available right now, so you can plan your project with confidence.
Good to know: Program details and amounts are set by Efficiency Maine and can change. This page summarizes published information as of November 2026. Insulation rebates
For work completed on or after October 1, 2026, insulation rebates are a set amount for each “zone” of your home (attic, wall, and basement) instead of a percentage of project cost. Rebates from each zone add together, up to your lifetime limit.
| Zone and size | Low income | Moderate income | Any income |
|---|---|---|---|
| Small attic, wall or basement (250–499 sq ft insulated per zone) | $2,000 | $1,500 | $1,000 |
| Large attic, wall or basement (500+ sq ft insulated per zone) | $4,000 | $3,000 | $2,000 |
| Mobile home underbelly (500+ sq ft insulated) | $5,000 | $4,000 | $3,000 |
Attic
All attics and cathedral ceilings combined, including floors, walls and slopes exposed to any attic area.
Wall
All exterior framed walls of the home combined. Mobile home walls are not included.
Basement
Floors separating heated space from unheated space or outside air, and concrete foundation walls. (Mobile homes not on a foundation use the underbelly zone.)
Lifetime limits: one insulation rebate and one air sealing rebate per zone, per building. Total rebates are capped at $8,600 per home or $5,600 per mobile home. A rebate cannot exceed the project cost for that zone.
Air sealing rebates
Air sealing earns its own rebate and stacks on top of insulation rebates, within the lifetime limit above.
| Air sealing work | Low income | Moderate income | Any income |
|---|---|---|---|
| All accessible attic air leaks sealed | $300 | $225 | $150 |
| All accessible basement (or mobile home underbelly) air leaks sealed | $200 | $150 | $100 |
| Air sealing in the living space, including drafts around doors and windows | $100 | $75 | $50 |

Home Energy Loans
Efficiency Maine's Green Bank offers loans for qualifying upgrades, and you don't need to receive a rebate to be eligible. Eligible work includes heat pumps, insulation and air sealing, heat pump water heaters, and grid-connected batteries. Health-and-safety costs (such as moisture, mold or radon) and costs required to complete eligible work can be financed too, up to 25% of the amount financed. Work must be done by a Residential Registered Vendor.
| Loan | Term | APR | Max amount | Origination fee |
|---|---|---|---|---|
| 1-Year 0% | 1 year | 0% | $25,000 | $500 |
| 5-Year | 5 years | 5.99% | $25,000 | $0 |
| 10-Year | 10 years | 7.99% | $25,000 | $0 |
| Income-Based 10-Year | 10 years | 5.99% | $7,500 | $0 |
Rates are fixed and subject to change. The loan can't exceed project cost minus the expected rebate, and approval depends on credit and income factors. Income-Based loans require eligibility approval within the last year. See the official loan page .
